Rafael Salinas Villegas, born in Madrid, holds a degree in Technical Architecture from the University of Seville and has over 20 years of experience in the construction and project management sector. Throughout his career, he has worked in top-tier consultancies and construction companies, taking on various leadership roles, from heading innovation departments to coordinating large-scale construction projects. His professional approach is characterized by a blend of technical rigor and the ability to implement innovative solutions.

His professional experience includes extensive coordination of construction projects. During his time at Dolmen Consulting Inmobiliario S.L., he led the execution and supervision of more than 1,000 social housing units (VPO) across various provinces in Andalusia and Ceuta, managing work teams and optimizing execution times. Some of the most notable projects include residential developments in Huelva, Córdoba, Seville, Málaga, Granada, Jaén, Almería, and Ceuta, encompassing both multi-family and single-family homes, always focusing on quality and compliance with regulations.

Rafael has also worked as a technical director for project tenders, participating in the preparation of more than 200 proposals for major construction companies such as FCC, OHL, and Dragados. In this role, he has demonstrated a strong ability to integrate technical analysis with economic feasibility, providing creative solutions tailored to the needs of each client.

His technical training includes advanced knowledge of project planning and management tools such as Microsoft Project, Suretrack Project Manager, and M.D.T. This expertise has allowed him to lead multidisciplinary teams and tackle complex projects with a holistic vision. Additionally, he has specialized in areas such as occupational risk prevention and the management of concrete structure pathologies.

Rafael has complemented his experience with a strong teaching vocation, giving courses and seminars on construction planning and project management. He has collaborated with the College of Quantity Surveyors of Seville and the University of Seville, where he has contributed to training future professionals in topics related to planning and construction management. Among his publications are works such as the article “Simulation in Integrated Project Management,” presented at CONTART2003, as well as several technical manuals on construction planning with specialized software tools.
