Juan Carlos, originally from Córdoba, Spain, brings a wealth of experience in Civil Project Management to our team. He is dedicated to reshaping the traditional image of the Civil Engineering profession. Juan Carlos earned a Master’s in Civil Engineering in 2001 from the University of Granada and has since worked with leading international construction and engineering companies.
His credentials include a Master of Renewable Energy from the San Pablo CEU University of Madrid in 2011, a PMP® certification in 2013, and a Master in Public Private Partnerships (PPP), Project Finance and Infrastructure Management in 2015. His primary focus is on construction, engineering, and consultancy services for transportation projects, and he has extensive experience in various other project types. Juan Carlos has worked internationally in Europe, the Middle East, and North America, contributing to several mega projects, including:
● Expressway A-48, Conil-Vejer, Spain (€30 Million)
● Expressway A-44, Beltway of Granada, Spain (€75 Million)
● Light Train in Bay of Cadiz (€60 Million)
● High-Speed Railway AVE in Antequera, Spain (€165 Million)
● Batinah Expressway in Oman ($370 Million)
● Transform I66 Outside the Beltway Project in Virginia, USA ($3.7 Billion)
The Transform I66 Outside the Beltway project is a public-private partnership between the Virginia Department of Transportation (VDOT), the Department of Rail and Public Transportation (DRPT), and private partner I-66 Express Mobility Partners. This project received the 2023 Public-Private Partnership (P3) Project of the Year award in the Innovation of the Year category by the American Road & Transportation Builders Association (ARTBA). With a total private investment of $3.7 billion, the Transform I66 mega-project is one of the largest public/private partnership (P3) infrastructure projects built in the United States in the 21st century.
In 2011, Juan Carlos was one of the founding partners of Certia. He has been involved in projects with other international companies and is now returning to Granada in October 2024 to pursue his passion for infrastructure and engineering as an international consultant.

Aside from his professional accomplishments, Juan Carlos enjoys spending time outdoors with his family and friends, and stays active through regular walking and cycling. He is an avid traveler and enthusiast of diverse cultures, often seen capturing the beauty of Andalusia’s landscapes or working on creative projects at home. Together with his partner, he loves immersing themselves in different cultures and frequently embarks on backpacking adventures worldwide.
